Daniel Horowitz: To actually show what is going on there, there is no better person to bring on than my old friend, Todd Bensman. Todd is the senior national security fellow at Center for Immigration Studies, a great outlet there. He’s also the author of a pretty new book, America’s Covert Border War. This is really about the jihadist infiltration at our border, which we’re going to get to in a little bit. More importantly, he’s covered the border as a reporter and for almost 10 years was with Texas DPS covering these issues, so there’s really nobody else around who understands these issues there and also what Texas DPS is doing, can do, than Todd himself. In order to frame this, I want to play a clip that you sent me that’s never been played before. You recorded this. You were speaking with a Texas DPS agent when you’re seeing rafts just coming across the Rio Grande and it turns out it’s the policy of the federal government now, CBP (Customs and Border Protection) not to even grab the guy doing the smuggling. And in fact, they told Texas DPS not to apprehend the guy either. Folks, take a listen to this clip:

Bensman – “Okay, what just happened there? A Border Patrol agent…”
DPS agent “He said not to grab the rafter, just let him go back.”
Bensman: “Why not grab the rafter? He told you, a DPS officer, not to arrest this rafter of a raft that is coming over right now…”
DPS agent: “Yes sir.”
Bensman: “And that’s… what else did he say?”
DPS agent: “He said just let him go back. And they’re going to keep coming back anyways.”
Bensman: “And why do you think they don’t want you to arrest this rafter?”
DPS agent: “More likely, they probably won’t prosecute him. They’ll probably just let him go. They’ll get him processed in but they’ll probably turn around and send him back.”
Bensman: “Is that because of a high-level administration policy of some sort?”
DPS agent: “I really don’t know why.”
Bensman: “But you have it within your authority to arrest this rafter if you can get your hands on him, right?”
DPS agent: “Yes.”
